Duties Description Advance your career in government finance, management, and public policy at the New York State Division of the Budget (DOB)! DOB develops, negotiates, and implements one of the largest government budgets in the country, which provides the fiscal roadmap for State programs, policies, and services.

We are seeking motivated analysts and critical thinkers to join our team. DOB analysts rely on their skills for creative problem solving, attention to detail, and comprehensive communication to respond to emerging challenges, identify and develop solutions, and ensure the fiscal health of the State.

The Mental Hygiene Unit is recruiting a candidate to be part of the team responsible for the development, negotiation, and execution of the budget for the Office for People With Developmental Disabilities (OPWDD), the Justice Center for the Protection of People with Special Needs and the State Council on Developmental Disabilities. OPWDD is responsible for planning and operating an integrated system of care that provides services and supports to nearly 138,000 New Yorkers with developmental disabilities.

Responsibilities

Budget and Policy Analysts at DOB are typically involved in:

•Developing in-depth knowledge of program areas, including detailed analysis of broader trends (e.g trends in the policy area, budgetary and spending trends, economic trends and implications, etc.), potential impacts on program operations, and collaborating with counterparts to understand agency and program operations, issues, and challenges.

•Drafting recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.

•Managing the State’s Financial Plan including by projecting and monitoring spending trends, identifying challenges, and working with counterparts to mitigate fiscal risks.

•Participating in key initiatives, such as collaborating with other internal and external stakeholders to implement best practices for moderating personal service costs.

Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.

Qualifications

Minimum qualifications for our title series can be found on our Salaries and Career Paths page. Candidates for this position should demonstrate the following:

•Ability to work both independently and collaboratively with diverse stakeholders.

•Fluency in Excel formulas and functions, and other Microsoft applications.

•Demonstrated experience managing large datasets in Microsoft Excel.

•Strong written, visual, and verbal communication skills.

The ideal candidate will have analytic ability and a willingness to learn. Key skills for this role include objectivity, flexibility, and adaptability. Mandatory overtime may be required.
