Duties Description The Health Program Administrator (HPA) will work in the Division of Vaccine Excellence, Bureau of Vaccine Programs which oversees the Vaccines for Children (VFC) and Vaccines for Adults (VFA) Programs. The position will be located in the Program Compliance, Training, and Education Unit, which ensures compliance with requirements related to the VFC program. This position will provide training and technical assistance to regional field staff and providers on program requirements, develop and update provider guidance, forms, training materials and job aids and prepare periodic narrative summary reports.
The HPA will use multiple information systems including the New York State Immunization Information System and the Center for Disease Control and Prevention's Vaccine Tracking System to review provider immunization status and activities. The HPA will be responsible for regular and ad hoc quantitative and narrative reports.
Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). NY HELPS*: To be eligible for a NY HELPS appointment, the candidate must have:
Health Program Administrator Trainee 1: A bachelor's degree or higher.
Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: The preferred candidate will have excellent organizational and communication (both written and verbal) skills and strong attention to detail. Proficiency in the use of Microsoft Office 365 products. Demonstrate strong critical thinking and excellent problem-solving skills. Experience analyzing information and understanding program policies. Ability to act independently while handling competing priorities in a high-volume work environment. Strong interpersonal skills and ability to work in a team.
Additional Comments Permanent, competitive, full-time. Two year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
