BASIC FUNCTION:
The Assistant Vice President, Project Delivery will be working closely with the Senior Vice President for Life Sciences and Strategic Partnerships, other Life Science staff and Empire State Development (ESD) divisions, and external stakeholders to ensure timely and efficient advancement of the development of the New York BioGenesis Park (NYBGP).
The Assistant Vice President, Project Delivery will be the primary individual responsible for day-to-day coordination among all internal and external parties involved in the NYBGP project, including the selected developer, ESD’s owner’s representative, ground lessor, anchor tenants of the hub, and the CGT consulting firm. The Assistant Vice President will be responsible for oversight of the development of the NYBGP across all stages of the project, from zoning, construction, marketing and tenant onboarding, to ensure the selected developer’s management of the project meets agreed upon timelines and milestones, while aligning with ESD’s strategic goals of the NYBGP and the statewide CGT initiative.

WORK PERFORMED:
The work to be performed by the Assistant Vice President, Project Delivery falls primarily into four categories. Examples of the work required within each category are provided here:

1. Project Oversight includes:
• Working with and daily coordination of all parties involved in the development of the NYBGP, including developer, ESD’s owner’s rep, ESD’s CGT consulting firm, to ensure understanding and timely delivery of all project components.
• Tracking progress across all phases (such as zoning adjustments, design, marketing and operation of the hub)
• Managing the project’s grant process, including preparation of all required documents for approval and disbursement, review of project reports, and ensuring timely compliance with funding requirements.
• Ensuring all project documentation and tracking databases (e.g., Microsoft Dynamics) are up-to-date and accurate.
• Ensuring that requests for disbursement, desk audits, and grant disbursements are conducted in a timely fashion and that invoices and payment requests are properly processed.

2. Stakeholder Collaboration includes:
• Serving as primary liaison among ESD divisions (e.g., Legal, Loans and Grants, Procurement, Real Estate, Finance).
• Managing relations and contract with the firm providing the owner’s representative services, including overseeing and managing reports, invoices and payment
• Coordinating with the selected developer, anchor tenants, the CGT consulting firm, ground lessor and other external stakeholders to address project needs.

3. Reporting and Communication includes:
• Providing requested reports, presentations, timelines, talking points and updates highlighting progress, delays and mitigation strategies for the Senior Vice President, ESD leadership, or the governor’s office, for internal or external use.
• Supporting ESD awareness initiatives regarding the project’s economic and scientific impact.

4. Economic and Strategic Development includes:
• Supporting alignment of the NYBGP with New York’s broader life sciences strategic goals in terms of tenant selection and hub activities.

Minimum Qualifications Education Level Required: Bachelor’s degree in Urban Planning, Economic Development, Real Estate Finance or a related discipline preferred. Or an associate degree with 7 years of direct relevant experience.

Relevant Experience required: A minimum of eight (8) years of project management experience in real estate development overseeing large-scale multi-faceted real estate projects, including site management, construction, navigating zoning, SEQRA, and other regulatory processes and construction phases. Proven experience in managing complex multi-stakeholder projects, including public-private partnerships. Interest in life sciences is a plus.
Knowledge Required: Excellent written and oral communication skills; comfortable interfacing with/briefing senior-level staff; ability to prioritize among competing needs and opportunities; enterprising and resourceful, organized and results oriented; energetic, proactive, collaborative, and strategic. Enthusiastic about this work and project, and highly energetic. Excellent computer skills: Microsoft Office, particularly Excel, Word, PowerPoint. Experience with construction project management software such as Procore, Buildertrend, Fieldwire by Hilti, ClickUp, Contractor Foreman, Wrike, CoConstruct, Smartsheet, and Autodesk. High degree of comfort learning and using database management programs such as Microsoft Dynamics and SharePoint.
ALTERNATE MINIMUM REQUIREMENTS FOR INTERNAL CANDIDATES: A minimum of 7 years of satisfactory service in another (relevant) position with Empire State Development. Up to 2 years of accredited post-secondary education, or service in the U.S. military may be substituted for service at ESD.
