Job Specifics

Duties Description The incumbent reports to the Assistant Director of the Division of Environmental Remediation (DER), and is responsible for rebuilding and providing technical and logistical support to the nine regional offices tasked with administering the spill prevention, response, and remediation program within DER. The incumbent will be responsible for reviewing all programs, policies, procedures, operations, training, goals, objectives and mission related to spill prevention, response, and remediation.

This is a temporary 18-month position, with the potential of a extension as required for project completion. Duties include the following:

1.Creation of the Bureau of Emergency Spill Response (BESR) – this Bureau will be tasked with all logistical, technical, and training support for the Division’s nine regional offices where spill prevention, response, and remediation activities are conducted.

2.Review and update all Division guidance and policies related to spill prevention, response, and remediation. Special attention will be paid to the Spill Guidance Manual, the spill closure process, mobile field communication methods and processes, spill truck and PPE equipment use and maintenance, and ISR development.

3.Creation of a comprehensive training program for all personnel, with a focus on staff health and safety, protection of public safety, public health and the environment, and consistency of the program’s approach across all nine regions. This training program will provide for the initial development of new staff and will provide a culture of constant improvement for existing staff.

4.Incumbent will act as the primary liaison with USCG, EMU, DLE, DFP, other DEC technical divisions, and spill response and management staff in the nine DER regional offices to facilitate better communication and working relationships with these groups. This includes coordinating and/or overseeing the scheduling and/or management of strategic events and meetings. The incumbent will meet regularly with these groups in person. Extensive travel should be anticipated.

5.Provide technical and senior management support to spill response staff in the field during significant emergency events. This may include support after hours and may require direct support at the incident scene. In the development of the BESR, the incumbent will increase DER’s capabilities for responding to significant incidents through the coordination of subject matter experts from across the regional and central offices and participation on the Incident Management Team.

6.Respond to inquiries from elected officials, media outlets, Department management, the public, and other stakeholders in a timely and professional manner.

7.Coordinate and monitor on-going projects and activities of interest and concern to the Director of the Division of Environmental Remediation and the Deputy Commissioner of Remediation and Materials Management as assigned.

8.Independently completes special projects within designated timeframes as assigned.

Minimum Qualifications Minimum Qualifications: A bachelor’s degree in engineering, geology, or other related environmental science, and a minimum of 7 years of experience in spill prevention, response, and remediation. Preferred qualifications:

•5+ years of experience in emergency response
•3+ years of experience at the managerial level
•Licensure in New York State as either a Professional Engineer or Professional Geologist

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
